Quotas and rate limits
Three independent ceilings that can each answer 429 on their own: the organization's monthly request quota, a key's rate limit, and a search key's per-session AI allowance.
The monthly quota counts successful requests against the organization's plan and resets with the billing period; a key's rate limit is a shorter-window burst ceiling on top of that, sized to the plan so a low-traffic shop and a high-traffic one don't share the same throttle; the AI allowance caps how much of a plan's assistant, voice and image budget one search-scoped session can spend.
Each one answers with the information needed to react correctly — a reset time for the monthly quota, a Retry-After for a rate limit — so a client can tell “wait a few seconds” apart from “this won't recover until next month”.
